By 1939 Canada’s West Coast Naval forces had been supported and developed in anticipation of a growing threat from Japanese aggression and expansion. The main Naval bases were at Naden in Esquimalt near Victoria, Prince Rupert on the North Coast, and supporting bases at Vancouver on the mainland. Several shore batteries were built and prepared for action, and an overall defensive strategy was elaborated. Esquimalt had been a Royal Naval Base until the turn of the century and became the central point of West Coast Command and Control.
